Trump holds immigration roundtable at border patrol station

According to the Houston Chronicle, the report of Trump's plans left city and county officials "scrambling to figure out how local flood control plans would be affected" by the White House proposal, a year and a half after Hurricane Harvey devastated parts of Houston.

During his Thursday trip, Trump insisted he was "winning" the shutdown fight and criticized Democrats for asserting he was manufacturing a sense of crisis in order to declare an emergency.

President Trump says he will likely declare a national emergency at the southern border if Democrats don't agree to provide $5.7 billion for a border wall.

Graham sounded deflated after talks among senators essentially collapsed, and said, "It is time for President Trump to use emergency powers" to fund wall construction.

The White House has said the president's trip is created to allow him to meet with those individuals who are "on the front lines" of what they have called a "national security and humanitarian crisis".

Trump was consulting with White House attorneys and allies about using presidential emergency powers to take unilateral action to construct the wall over the objections of Congress.

Almost $14 billion in emergency disaster relief funds have been allocated but not yet obligated through contracts for a variety of projects in states including California, Florida and Texas and in the US territory of Puerto Rico that have been ravaged by recent hurricanes, wildfires and other natural disasters, according to the aide familiar with the matter. Right now, barriers blanket about one-third of the 1,954-mile (3,145-kilometer) border with Mexico.

Regardless of where the money is found, an emergency declaration would draw immediate legal challenge from Democrats, who have accused Trump of trying to manufacture a crisis at the southern border to justify his wall. On the flip side, Cavuto also thinks Democrats are being disingenuous, sounding less concerned about border dangers than they did just a few months ago.

Rep. Mark Meadows, R-N.C., a lawmaker with a close relationship with the president, discounted that option, saying it was not "under very serious consideration".

Todd Semonite, commanding general of the Army Corps of Engineers, was traveling with Trump on Thursday.

"In all my years in Congress we never dealt with this idea of an emergency, " DeSantis said. "But those same conservatives, I'm sure, if it's deployed, would embrace him as having done all he could do to negotiate with Democrats".
