He explained that rock-throwers prevented agents from aiding women and children being passed over concertina wire that had been laid beyond the fence on the USA side.

US officials said the group had attacked agents with projectiles but a Reuters witness did not see any migrants throwing rocks at usa agents.

The border patrol said they dispersed "smoke, pepper spray and CS gas to a position upwind of the rock throwers".

U.S. Customs and Border Protection told the Associated Press that the tear gas was used to stop rock throwers on the Mexico side of the border. After they were blocked one group grew more combative, firing rocks over the border to try to hit agents. CBP estimated that about 150 migrants attempted to sneak into the U.S. illegally.

The incident comes a little more than a month after a similar incident in which agents fired tear gas at migrants, igniting anger, debate and concern.

The Border Patrol used tear gas against a storm of illegal immigrants November 25, prompting criticism from some Democrats, including one senator who suggested the chemical deterrent violated worldwide law. The White House announced in December that Mexico, rather than the US, will house migrants while they wait for their asylum cases to be processed.

Per use of force policy, the incident will be reviewed by the Border Patrol's Office of Professional Responsibility.

Clouds of the noxious gas could be seen wafting up from around the fence at the border.

Numerous migrants who have gathered at the border in Tijuana were part of the caravan which was making its way through Mexico during the mid-term election campaign. The rest asked to be transported back home or dispersed to other parts of Mexico.

Waldman, however, used the incident on January 1, to prop up US President Donald Trump's idea of a $5bn border fence on the border with Mexico.

Border Patrol agents are beginning to feel the effects of the partial government shutdown.

In a statement, Ms Waldman called on Congress to "fully fund the border wall".
