-Storm deaths: Florence is being blamed for at least 32 deaths in three states, and Typhoon Mangkhut has killed at least 74 people in the Philippines and China.

More than 900 people in North Carolina were rescued from swift waters by Sunday afternoon, Gov. Roy Cooper said in a press conference.

With the rain and winds headed north, some residents in North and SC started to return to their homes as the sun peeked through the clouds briefly for the first time in days.

Rising river levels threaten more closures, state officials said.

A power outage at a wastewater treatment plant in Wilmington resulted in partially treated sewage water being released into the Cape Fear River, said Reggie Cheatham, director of the U.S. Environmental Protection Agency's Office of Emergency Management. The National Weather Service considers flooding to be "devastating " once a height of 23 feet is reached for the river.

Flash flood warnings are in effect across a large portion of southern and western North Carolina and parts of northeast SC and southwest Virginia, according to the NWS.

More miles of northbound Interstate 95 in SC, just south of the North Carolina line, have been closed due to flooding from Hurricane Florence, the S.C. Department of Transportation said Tuesday.

The EPA also will be inspecting Superfund sites around North and SC in the coming days to find out if any were damaged, possibly causing the spread of risky material, such as pesticides or asbestos.

Rescue teams searched overnight for a 1-year-old boy swept away outside Charlotte, North Carolina, after rushing water pushed his mother's auto off the road, the Union County Sheriff's Office said on Facebook.

Forecasters with the NWS expect Florence to move northeastward Monday and east across the southern part of New England on Tuesday.

It has dumped up to 100cm of rain on North Carolina since Thursday, the NWS said.

President Donald Trump will travel Wednesday to areas affected by Hurricane Florence in North Carolina and SC, sources tell CNN.

"We do not believe, based on on-farm assessments to date and industry-wide surveying, that there are widespread impacts to the more than 2,100 farms with more than 3,300 anaerobic treatment lagoons in the state", the council said. "Last time we had sun was on Wednesday".

All areas around the river, within one mile, are under a mandatory evacuation.

Over 450,000 homes and businesses in North and SC were still without power on Monday evening, down from a peak of almost 1 million outages. He explained how he saw a plea online for anyone who could help evacuate shelter pets out of the storm and volunteered to transfer the pets in his semi-truck.

"I thought, well what can I do?" he said. "I can't thank the first responders enough".

As many as 255 primary roads remained closed due to flooding Tuesday, North Carolina's transportation chief James H. Trogdon said. They show devastating flooding, homes destroyed by winds and fallen trees and rescues in action.
